There is not much stress on man's rebellion against God and the reforming power of Jesus Christ is not brought out. Reform is nevertheless considered with great humanity and sympathy, never clinically. Convicts (ugly word) are individuals varying greatly, and quite like ourselves (awful thought). Mr. Howard has greater insights on reform than on punishment, not that they are opposed to each other. The reforming influence of punishment may be greater than we realise. Mr. Howard readily accepts the State's right to deprive a man of his liberty, though perhaps he sees it
